DGA Digital Transformation and Qiyas Readiness Services

Prepare for Saudi DGA digital transformation measurement with scoped assessments, accountable remediation, service architecture and organized operational evidence.

Understand the requirement. Connect it to operations.

The Digital Government Authority's Digital Transformation Basic Standards provide a structured reference for Saudi government transformation and its measurement. The framework extends beyond cybersecurity to planning, governance, enterprise architecture, people, processes, risk, continuity and technical capabilities. A useful readiness program follows the applicable assessment requirements and demonstrates how digital services operate, rather than collecting disconnected policies shortly before submission.

IRIS Technology can support technical and governance workstreams through infrastructure, networks, cloud architecture, service management and evidence coordination. The first step is to agree the active measurement cycle, applicable standards and organizational boundaries. Existing results should be translated into a prioritized improvement plan with named owners, dependencies and verification methods. Reporting then connects delivery activity to the evidence needed for internal review and any applicable DGA submission.

Confirm applicability before choosing controls.

Official national guidance identifies the basic standards as obligatory for government agencies. Determine which requirements and entity-specific directions apply to the organization and its services; do not assume the entire framework automatically applies to every private company. Suppliers may support relevant government commitments through contracted services, implementation work and provision of operational evidence.

Confirm the current DGA publication, assessment instructions, scope and evidence periods before mapping detailed controls. Published documents and annual measurement requirements can change, so an older PDF should not be described as the latest edition without verification. Coordinate DGA readiness with applicable NCA cybersecurity controls and SDAIA data requirements. Each addresses its own responsibilities, and a strong score or completed workstream in one area does not establish compliance across the others.

Turn requirements into implementation and evidence.

What this looks like in practice.

Preparing for a measurement cycle

A department has extensive policy documents but inconsistent operating records. Review the active requirements and identify where evidence of actual execution is missing before commissioning new documents.

A cloud transformation initiative

Connect the adoption plan to service ownership, landing-zone governance, connectivity, identity, monitoring and recovery. Record decisions and operating evidence as the service develops, rather than reconstructing them later.

From readiness assessment to working controls.

Agree the scope, responsible owners and acceptance criteria before work begins. The approach is tailored to your systems, suppliers, operating constraints and existing evidence.

Assess and prioritize

Review applicability, current controls and evidence. Identify gaps and dependencies, distinguish design from operating effectiveness, and prioritize actions with accountable owners.

Design the improvements

Translate approved requirements into architecture, policies, processes and technical changes. Reuse effective controls while keeping national and sector mappings distinct.

Implement and validate

Configure agreed safeguards, document procedures and validate representative workflows within authorized access and change windows. Record exceptions and residual risks.

Handover and sustain

Organize evidence, transfer operating knowledge and define a review cadence. Track corrective actions as systems, services, suppliers and requirements change.

Agree concrete deliverables.

  • A scope and applicability record with assumptions and responsibilities.
  • A gap/risk register and prioritized remediation roadmap.
  • Control mapping, architecture recommendations and operating procedures.
  • An evidence register, agreed validation results and handover material.

Deliverables, depth, access and timing depend on the statement of work. This is readiness and implementation support; it does not include a promise of regulator acceptance or formal certification.

Common questions.

Is Qiyas a cybersecurity assessment?

Its digital transformation scope is broader. Cybersecurity remains relevant, but planning, governance, capability, architecture, operations and service outcomes also require attention under applicable standards.

Which edition should we use?

Confirm the active official publication and measurement instructions at the start of the engagement. Maintain a change register if the baseline changes during implementation.

Does every company need the full DGA program?

The basic standards are directed at government agencies. Assess supplier and operator obligations through applicable directions, service arrangements and contracts rather than assuming universal private-sector scope.

Can IRIS guarantee a measurement score?

No. Readiness work can improve implementation and evidence quality. The authority controls the assessment methodology, acceptance of submissions and resulting measurement.

What should we prepare first?

Gather the latest assessment instructions, previous findings, initiative plans, architecture diagrams, service records, risk and continuity documents, and existing evidence. Identify accountable owners before setting delivery dates.
